As a logical, compassionate human being, I can sympathise with the plight of a wheelchair-bound individual who can not get onto the city bus due to a malfunctioning lift. In fact, I can even go so far as to sympathise with his decision to block the bus with his wheelchair as a form of protest; who wouldn't be frustrated in such a situation?
However, the side of me that is the belligerent commuter wishing to get home after sitting at a data-entry terminal for eight hours would likely be telling this same man to go fuck himself for making my ride home that much longer. This would likely be followed by me telling said person to quit whining about the cold, wear a heavier coat and suck it up and deal that he has to wait for the next bus. If this didn't get him out of the road, I'd likely be egging the driver on to lay a heavy foot upon the accelerator.
